There are discussions about whether or not they are required for those that have not undergone a Harrowing. We are unable to agree and such the discussion has been tabled while we find another option that does not involve throwing mages to demons.

And if for some reason it does get passed that it is required? Would the choices be the same you think? A lot of Mages are going to turn on the Council if they stop being representatives and actually try subjecting them to things they don't want.

It is dangerous to not have some manner of protection from demonic possession or evaluating who would be most at risk and need the most assistance with avoiding it, but Harrowings are not how we should be doing it. There are other options yet unexplored.

Would asking the Dalish on how they deal with it help in figuring other options? They don't have a Harrowing from my understanding and it would build better relations.
Pel's description of what she did was to be 'mindfully aware' and to 'say no to demons'- unfortunately it isn't at all applicable as she manifested at a very young age and learned to protect herself in such a way that it is instinct. I do not know what it is that Ellana does- and the idea of asking Sina anything about demons leaves me afraid she might faint. Korrin might have some useful advice but-

... Someone suggested that I go around and ask people their opinions and then tell them to let the Council know about how they felt. I'm not... sure if that would be helpful. Well, not in the calm sense at least. If I start spreading news about such a thing people might start panicking. Was it supposed to be public knowledge?
Council meetings are public and written summaries of what is discussed and what choices have been made are available to any mage that wants to know. Spread word that if mages have any concerns of any sort, they can bring it to us and we will do what we can for them with all due consideration.
Specifying Harrowings in particular is asking for trouble. We've only just begun to settle, we do not need to whip everyone into a frenzy.
We are sorting out how to make ourselves better available and more visible to those that have need of us. Madame Le Fer has suggested a uniform. That was...an interesting hour's worth of discussion.
