Council meetings are public and written summaries of what is discussed and what choices have been made are available to any mage that wants to know. Spread word that if mages have any concerns of any sort, they can bring it to us and we will do what we can for them with all due consideration.

Specifying Harrowings in particular is asking for trouble. We've only just begun to settle, we do not need to whip everyone into a frenzy.
